I was using the AWS Free Tier and created a new RDS instance in March. After half a day of creating the instance, I checked my Billing dashboard and saw the following screenshot.
I was using MySql, with db.t3 micro and gp2 storage:
My instance looks like:

RDS is not listed in the free tier table.
any kind of help is appreciated.

However, the charge for Amazon RDS should be included in the Free Tier. Was your AWS Account created in the previous 12 months? – John Rotenstein Commented Mar 4 at 22:12

Reset to default 0friend.
Apparently, even when using RDS in the free tier, if you're using a non-private VPC, you'll be charged for the use of the IPv4, since the public IPv4 addresses are not free when used with RDS, only with EC2 instances.
I was facing the same problem, found this answer here: [https://repost.aws/questions/QUGjraaPYUQLmVOvUph0NWgQ/charged-on-free-tier-for-vpc][1]
Hope this helps you.
