TYPO3 v11

The textmedia element has three buttons in the Assets tab: Add file, Upload file and select and Add media via URL.

In this TYPO3 instance the two last buttons have disappeared for the editors, but not for the admins.

I have de-installed all local files: no change!

In the many configuration files of the project I didn't find any configurations which could be the reason for this behaviour.

I was thinking how I could consciously achieve this behaviour, to get a hint what to search for, but I couldn't find anything in the docs.

Does anybody have an idea how and where this behaviour could be stopped?
