Sidebar widget only appears for logged-in users

I'm using the Graphene theme and my homepage displays the left sidebar. I added a new block widget today. As far as I can tell, its settings are the same as the other block widgets in the sidebar (except the actual content, of course.) All the other blocks show up on the homepage whether or not the viewer is a logged-in user. But this new block only appears for logged in users. I've tried reordering the widget in multiple places to no effect. I've deleted and recreated the offending widget and a behaving widget, both using the default settings - no change. I replaced the content with "Hello World", no change. I replaced the content with the content of a widget that displays. Still only appears for logged in users. I tried using a text widget instead of a block widget, same behavior. I checked this on Firefox and Chrome, and was careful to reload without cache. How do I correct this?
