As of Apr 3 2025 quota-by-key is not supported for APIM V2 tiers.

Are there plans to support quota-by-key in V2?

Any insights on why it is not supported? Because of limitations of the new compute platform? Because there are better alternative approaches?

What are the recommended workarounds?
