Since I tried to work with YOLOv11 and had to install Python 3.10.1 alongside Python 3.12 for this purpose, my system has been facing constant issues. Up until now, I haven't been able to install anything using the pip command no matter what I do. I've tried various methods, but I can't use the pip install command in either the Windows CMD or the VS Code terminal under any conditions. I always get the following error:

To fix this problem, I even ran CMD as Administrator, cleared pip catch, turned off the proxy on my laptop, and changed the internet source. I also set the proxy with the following commands:
setx HTTP_PROXY ""
setx HTTPS_PROXY ""
But I still get the same error. Yesterday, this issue only occurred in the virtual environment created with Python 3.10.1, and it didn't happen in the global Python 3.12.1 environment. However, after I had to uninstall CUDA 12.8 and install CUDA 11.8, defining the new path for it (move "C:\Program Files\NVIDIA GPU Computing Toolkit\CUDA\v11.8" "C:\Program Files\NVIDIA GPU Computing Toolkit\CUDA\v12.8"), Python and pip commands stopped being recognized. I had to redefine the paths for the installed Python versions and their scripts in the System variables section of Environment Variables (sysdm.cpl>Advanced>Environment Variables>System Variables>Path>Edit>Define new paths for Pythons and Pythons scripts).
After doing that, even though Python and pip commands are now recognized, I still keep getting the same error even in the local environment, and I can't install anything with pip. Before this, when I used the pip list command, it showed the full list of installed libraries, but now it only shows this:

While the libraries are active and there's no issue in running them. I even updated pip to the latest version, but it's still showing the old version of pip here. Overall, my system is a mess, and it's getting worse.
