I'm currently using Stimulsoft Reports.JS version 2023.1.1 and need to generate a PDF with protection, such as:

1. Password protection
2. Restricting editing/printing
3. Other security options

Does Stimulsoft Reports.JS support these features? If so, how can I implement them in my project?

The answer is YES you can use such features in Stimulsoft. The answer to will any PDF be secured is NO, since to be user friendly you need to hand over the Key password.

Stimulsoft same as any commercial PDF Library can be set with optional Adobe Product protection, such as Password, Watermarks, Signatures and other "optional" restrictions for use in Adobe related software.

Note the unnecessary encryption, means the files are considered suspect and thus should be considered unsafe to open. Files without password are no less secure nor should they be considered any safer.

However note that word "optional" restrictions means that for any PDF we can remove the password and authors preferred Adobe copy or print restrictions.

The same applies to the watermarks and signatures also found in Adobe ISO based PDF that can be easily removed too.
