Power BI report has static and dynamic RLS concept.

Whereas Power BI paginated report seems to have concept of dynamic RLS (User ID) only.

How to configure static RLS in paginated reports?

One option I'm thinking is to first create the Power BI data model with RLS and then plug to this using the paginated report. Is this the solution to configure static RLS on paginated report?
