I'm getting an exception while running my executable on windows with a Japenese locale. The same executable works well in an English locale.

The application must also be compiled with debugging
enabled.

For example:

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

I've cross-checked the .Net Framework version and it appears to be correct. Can anyone take a look and confirm if I'm missing anything. I tried with versions 4.6.1, 4.7.2 and 4.8, the exception is the same in all cases. I've created one sample project and uploaded on Drive sample project
