My Delphi XE6 installation has been mis-behaving for the last few months - randomly freezing for 20-30 seconds every few minutes.
Today I finally decided to use Process Monitor to see if I could catch the freeze in the act. It turns out I can:
The IP address 207.211.86.15
doesn't resolve, but it is registered to AS4544 Navisite Opco LLC, announcing block 207.211.64.0/18
:
Apparently Navisite Opco LLC is "now part of Accenture, a Trusted digital transformation partner for growing and global brands.".
That doesn't sound like someone hosting the Delphi News feature of the Welcome Page.

New welcome page offers structured access do 96 feeds (notably missing is www.delphifeeds), about 20 resources (from YAPP syntax highlighter to CodeGear Online), and various Help topics, but that's of little interest to me. Favourites, on the other hand, is something that I wouldn't want to live without.

I tried creating an Outbound Windows firewall rule to block connection to the IP:
But that doesn't stop the freezing.
