When HR case created state change to draft. I checked all previous script include, business rules and everything in servicenow -

When I create case from portal it is showing in draft state with nothing in opened for field but in sandbox it is working correctly. Even in prod this happend for 2 cases 2 months ago. What could be reason? I checked all the script include, out of box codes and HR template. Is there something wrong in hr service?

I am unable to identify why in sandbox it's showing in ready state but in dev draft.
